Meet the Team.

At RCLC, our dedicated staff members are passionate about providing exceptional support and education to our community. Each member brings unique expertise and a deep commitment to our mission. Kelly Ennis-Davis serves as our Director & Instructor, leading with vision and a wealth of experience in education. Mikayla Punsalan, our Program Coordinator & Instructor, ensures our programs run smoothly while engaging directly with students. Andrea Dawley, our Student Support Director, is dedicated to offering personalized support to each of our students, helping them achieve their fullest potential. Together, our team works tirelessly to create a nurturing and empowering environment for all those we serve. Get to know more about each of them below!

Director & Instructor

Kelly Ennis-Davis

Kelly has nearly twenty years experience in public education. She has a Master’s in Teaching and a Sixth Year Degree in Curriculum and Instruction. She holds eight CT teacher certifications including various Adult Education certifications, Teaching English to Speakers of Other Languages, Special Education, and Administration. A dedicated educator, she brings boundless enthusiasm and expertise to her work with adult learners, inspiring them to achieve their full potential.

Program Coordinator & Instructor

Mikayla Punsalan

Mikayla has over a decade of experience working in public schools. She completed her Master’s degree in Secondary Education and has an endorsement in Special Education. She holds various Adult Education certifications including English to Nonspeaking Adults. For the past three years, Mikayla worked at Norwich Regional Adult Education and helped countless students earn their high school diploma and achieve their education and employment goals.

Support Services Director

Andrea Dawley

Andrea discovered her passion for Adult Education at Norwich Regional Adult Education in 2022. Her focus on the Multi Language Learner population as a Career Developer reflects her commitment to empowering learners. Andrea’s dedication is fortified by strong ties to the Norwich community and a genuine desire to make a positive impact in the lives of the students she touches.

President

Fionnuala Darby
Hudgens

Finn, is a nonprofit consultant with
15 years of advocacy, development,
and nonprofit management
experience. Currently, she is leading
CT Data's social enterprise, Data
Strategic Planning. In just the first
year, she has helped 40 nonprofits
and raised $800,000. Finn also
serves as adjunct faculty at Three
Rivers Community College.

Vice President

Fania Paul

Fania arrived in the United States
from Haiti in 2016. She enrolled in
an ESL program and progressed to
earn her high school diploma. She
now works in healthcare and will
be enrolling at Three Rivers
Community College to continue her
education. Fania is well connected
with the Haitian population in
Norwich.

Treasurer

Miria Gray

Miria currently serves as Assistant
Vice President Community
Education Officer at Chelsea Groton
Bank. She is a founding member and
treasurer of Norwich Events
Organization and previously served
as marketing director for the
Norwich Community Development
Corporation. Miria was recently
awarded the 2023 Service Award
from the Norwich Area Chamber of
Commerce.

Secretary

Reyni Joseph

Reyni Joseph, LMSW, is a dedicated
professional serving the City of
Norwich as an Employment Case
Manager. Since her teenage years,
she has been actively involved in
various initiatives aimed at enhancing
community cohesion, fostering
growth, and currently, contributing to
workforce development. As an
advocate for progress and inclusivity,
Reyni continues to support the
educational and developmental needs
of Norwich residents.

Wisnel Toussaint

Wisnel is a dedicated Haitian professional with a passion for community service and high quality management. With a Bachelor’s
degree in Business Administration and Management, he brings eight years of experience in driving impactful initiatives and
leading teams. His strengths include analytical and critical thinking, open-mindedness, and a supportive approach. He’s excited
to continue making a difference in the Norwich community and beyond.

Rachel Dunham

Rachel is the Chief Operating Officer and General Counsel for HD & Me.
She graduated from Roger Williams
University School of Law, where she was the Managing Editor of the Law Review and participated in the Immigration Clinic,
representing individuals seeking lawful permanent residence in the United States. Prior to her current position, Rachel worked at
the University of Rhode Island and later specialized in compliance law, focusing on discrimination issues in K-12 and higher
education. Rachel, a Norwich resident, is dedicated to fostering inclusive and supportive learning environments.

Rebecca Atkins

Rebecca is the Sr Employee Relations Manager for the Americas at Taylor & Francis, a division of Informa. She has over 10 years of Human Resources experience, as well as Special and Alternative education experience. Rebecca served for 3 years as the Secretary of the Board of Directors for Sound Community Services and she is passionate about her human services work throughout southeastern Connecticut. Rebecca holds two Master Degrees, an Educational Administrator certification and her Special Education certification. She lives with her husband in New London and they are licensed foster parents
